The Annuity Department processes claims for the Annuity Plan, the Additional Security Benefits Plan, the Vacation, Holiday and Unemployment Plan, the Deferred Salary Plan and the Health Reimbursement Account Plan

Apprenticeship Program

The Apprentice Program of the Joint Industry Board provides both vocational and college training for more than 1,100 apprentice Electricians. The Apprentice Program is sixty six months in length and includes 9,100 hours of on the job training and 900 hours of vocational classroom training. The 900 hours of vocational instruction includes 320 hours of paid hands on instruction at the Electrical Industry’s state of the art Long Island City Training Center.

Education and Cultural Trust Fund

In 1964, the Educational and Cultural Trust Fund of the Electrical Industry was founded by Harry Van Arsdale Jr., in conjunction with fellow Trustees from Local Union No. 3 and the signatory Employers. The Fund was formed for the purpose of providing educational enrichment for electrical workers and their families. It provides both job related and non-vocational training and extensive benefits for college level studies.

Employees Security Fund (ESF)

The Employees’ Security Fund (ESF) Pension Plan is designed to help Participants better prepare for their future financial security once they stop working. Employer contributions and earnings on investments (if any) fund the Plan. Participants are not required or permitted to contribute to the Plan.

Electrical Employers Self Insurance Safety Plan (E.E.S.I.S.P.)

The Electrical Employers Self Insurance Safety Plan (EESISP) is the largest and oldest group self-insured trust fund in New York State. For over 50 years, it has provided workers’ compensation and disability coverage to the members of Local Union No. 3, IBEW and affiliated employers. Since its inception, EESISP has paid over $1 billion in indemnity benefits and medical costs related to on the job injuries. In 1996, EESISP created a model Alternate Dispute Resolution and managed care program for workers’ compensation in New York.

Employment

The Employment Department serves as the distributor of “labor-power” between the affiliated contractors and Local Union #3. The employment department provides the highly skilled workforce, required by our contractors, to remain competitive in the ever evolving and complex electrical industry. Unemployed workers are given job assignments from a computerized list and slotted based on previous unemployment.

The Hospitalization Department will assist you if you have any questions concerning your medical benefits or if you are experiencing any problems with MagnaCare that have not been resolved to your satisfaction under the Pension, Hospitalization and Benefit Plan.

JIB Substance Abuse Services

The JIB Substance Abuse Services is dedicated to assisting participants and their families who may have alcohol or substance abuse problems. If you or one of your family members requires assistance with either of these issues, you should not hesitate to contact the JIB SAS at Extension 1396 to find out if you are eligible for benefits under the program.

Members' Records

The Members’ Records Department is responsible for maintaining all the files, forms and information about JIB members and the documents needed to process benefits. For example, this department manages the beneficiary, change of address/department and benefit enrollment forms. They also maintain members’ address files, so it is very important to submit a change of address form when your contact information changes. The Members’ Records Department also is responsible for managing participant eligibility in the Pension, Hospitalization and Benefit Plan and prescription drug program, as well as the Dental Benefit Plan of the Electrical Industry and the Dental Benefit Plan of the Elevator Industry.

This department is also responsible for maintaining eligibility in the Employees Security Fund (“ESF”) Health and Welfare Plan, as well as maintaining all the files, forms and information about ESF participants. For example, this department manages the ESF participants’ change of address and benefit enrollment forms. For questions pertaining to ESF Dental, Prescription Drugs, COBRA, address changes, and benefit enrollment forms, please contact Extension 1808. For questions pertaining to ESF medical, please contact Extension 1359. For questions pertaining to the ESF Pension Plan, please contact Extension 1285.

Launched on January 1, 1941, the Pension Plan pre-dates the establishment of the JIB (1943). It became the first multi-employer Pension Plan to be established for Union members in the United States. There are currently over 11,000 members on pension. The Pension Department serves all participants looking to retire or currently on pension. They give guidance and help members transition into retirement.
